各学院、平台（中心）、实验室：

在各有关单位、学校各级部门大力支持配合下，西湖大学云谷校区实验室集中供气于2022年7月初投入试运行。为持续保障西湖大学云谷校区实验室集中供气安全运行，加强云谷校区实验室集中供气的安全规范管理，现就集中供气安全管理有关要求和注意事项通知如下：

   1.“集中供气”管理范围。指通过西湖大学云谷校区集中供气系统（管路）提供的气体CO₂、气体N₂、压缩空气、真空。当前管理部门为实验室与科研设施部。

2.不得私自改造集中供气管路、更改供气管路的箭头指示或者文字标记。

实验室启用集中供气或需要在原有集中供气管路上进行改造施工前，应向经办部门提出申请，填写西湖大学云谷校区集中供气启用（改造）申请表（见附件），经过审核同意后方可启用或改造施工。实验室内部用气气体管路连接和改造应进行合理规划，气路标识明确，管路固定安全可靠。

3.在密闭房间内使用惰性气体应有良好的通风设施，安装氧含量报警器等气体监控装置，并定期维护，保证探头灵敏且报警功能正常。

4．不得将集中供气管路的气体向其它气瓶进行充装。

5．使用抽真空系统，在真空管路和设备之间应设置吸收过滤装置（如，洗气水瓶、液体石蜡、冷阱、干燥剂等），防止各类物质直接进入真空管路形成隐患事故。

6．按《西湖大学节能减排管理办法（试行）》（校发〔2022〕40号），凡独立实验室、平台（中心）等经费独立核算单位，按照“谁使用、谁付费”的原则，承担云谷校区实验室集中供气使用费用，具体收费标准待学校制定相应规则后另行发布通知。

With the strong support and cooperation of all relevant units and departments of the university, the central gas supply of Westlake University at Yungu Campus was put into trial operation in early July 2022. In order to continuously ensure the safe operation of central gas supply of Westlake University Yungu Campus and strengthen the safety standard management of central gas supply, the relevant requirements and precautions for the safety management of central gas supply are hereby notified as follows:

1. "Central gas supply" management scope. It refers to the gas CO₂, gas N₂, compressed air and vacuum provided through the central gas supply system (pipeline) of Westlake University Yungu Campus. The current management department is Office of Laboratories and Research Equipment.

2. It is not allowed to privately modify the central gas supply pipeline, change the arrow indication or text mark of the gas supply pipeline.

Before the laboratory enables central gas supply or needs to carry out transformation construction on the original central gas supply pipeline, it should apply to the handling department, fill in the Application form for the use (transformation) of central gas supply of Westlake University Yungu Campus (see Appendix), and only after approval can it be used or transformed for construction. The connection and transformation of gas pipeline in the laboratory should be reasonably planned, the gas path should be clearly marked, and the pipeline should be fixed safely and reliably.

3. The use of inert gas in a closed room should have good ventilation facilities, installation of oxygen content alarm and other gas monitoring devices, and regular maintenance to ensure that the probe sensitive, alarm function is normal.

4. The gas from the central gas supply pipeline shall not be filled into other cylinders.

5. Using vacuum system, between the vacuum pipeline and equipment should be set up absorption filter device ( such as, washing water bottle, liquid paraffin, cold trap, desiccant, etc. ), to prevent all kinds of substances directly into the vacuum pipeline to form hidden accidents.

6. According to the 《西湖大学节能减排管理办法（试行）》（校发〔2022〕40号）, all independent laboratories, platforms (centers) and other independent accounting units for funds shall the cost of central gas supply of Westlake University Yungu Campus in accordance with the principle of "who uses, who pays", and the specific fee standards will be notified separately after the University formulates corresponding rules.
