为保证新学期复工复学实验室各项教学及科研工作安全、有序的开展,现将本年度实验室人员安全准入复训考试、实验室安全工作的通知如下:
一、参加对象
全体学生(包括访问学生)、从事实验教学或科研的教职工、访问人员。
二、时间期限
2022年2月21日至2月25日
三、实验室人员安全准入复训考试的工作要求
(一) 领取和学习《实验室安全指导手册》
实验室人员认真学习《实验室安全指导手册》,如尚未领取手册的,请联系各学院办公室老师领取,确保人手一册。
(二) 重新参与“实验室安全考试系统”的在线学习和考试
各学院组织学生及教职工登录西湖大学校园信息门户网站,进入“安全考试”(网址http://hsetest.westlake.edu.cn/ept/login/)进行实验室安全准入培训和考试。
(三) 确保签订《实验室安全责任书》
尚未签订过2022年度实验室安全责任书的人员(尤其是新入职、新入校实验室人员),可登陆“安全考试系统”下载《实验室安全责任书》模板,责任书一式两份,签订后由实验室、学院/单位各存一份。
四、实验室安全管理的工作要求
(一) 做好新学期实验室启用前的准备工作。
(二) 安全设施物品。对实验室的通风橱、紧急喷淋、洗眼器、急救箱、PPE等安全设施及防护用品进行全面检查,确保处于正常工作状态。
(三) 电气设备。重点对长期未使用的仪器设备、高温高压设备、空调、冰箱、监控报警设备等用电设备及线路开展检查,避免突然通电造成设备设施损坏、人员受伤等情况。
(四) 危险化学品。对实验室危险化学品尤其是管控化学品进行综合盘点,排查假期无危化品丢失、泄露等情况,确保实验室危化品数量清晰、位置准确、风险可控、管理有序。
(五) 气体钢瓶。对气体钢瓶进行有效期、使用状态、气路密闭性、安全阀、报警器等进行检查,出现安全阀不匹配、有气体泄漏、气体过期、闲置气瓶等问题须及时联系气瓶公司进行妥善处理。
(六) 消防设施物品。确保消控系统、灭火器、灭火毯、消防沙箱、消防栓等消防设施正常工作状态,数量、种类、位置配置合理,杜绝消防通道、消防门等被阻塞,指示不明确等情况。
(七) 实验废弃物。对假期积存的实验室危险废物按学校要求分类收集,及时清理。
(八) 其他。各单位实验室认真排查水、电、气、门窗等环节存在的各种安全隐患,对存在的安全隐患要及时报告相关部门并组织修复,排除安全隐患后方可启用。
请各学院、实验室高度重视,认真组织,将以上实验室安全工作的各项要求落实到位。

Requirements for laboratory personnel safety access education and examination
- Receive and distribute the "Handbook of Laboratory Safety " and organize the laboratory personnel to study.
- Carry out online study and examination on the "Laboratory Safety Examination System".
- Organize the laboratory personnel to sign the "Statement of Laboratory Safety Responsibility".
Requirements for laboratory safety work
- Make preparation before the laboratory resumes work.
- Carry out inspection of safety facilities and protective equipment such as fume hoods, emergency showers, eye washers, first aid kits, and PPE in the laboratory to ensure that they are in normal working condition.
- Focus on the inspection of electrical equipment and circuits that have not been used for a long time such as high temperature and high pressure equipment, air conditioners, refrigerators, monitoring and alarm equipment, etc., to avoid equipment and facilities damage and personnel injuries.
- Conduct a comprehensive inventory of laboratory hazardous chemicals, especially controlled chemicals, and check whether there is any loss or leakage of hazardous chemicals during the holidays.
- Check the validity period, use status, air tightness, safety valve, alarm of gas cylinders, and contact the gas cylinder supplier if any problems are found.
- Ensure that fire control systems, fire extinguishers, fire blankets, fire sandboxes, fire hydrants and other fire-fighting facilities are in normal condition and prevent fire passages and fire doors from being blocked.
- The laboratory hazardous waste accumulated during the holidays shall be collected according to the requirements of the school and cleaned up in time.
- Carefully investigate safety hazards in water, electricity, gas, doors and windows, etc., and report problems in time for repairs.
All schools and laboratories should pay attention to the laboratory safety works.
