2026年劳动节实验室安全工作提醒/Laboratory Safety Reminders for 2026 Labor Day

各学院(单位)、实验室:

为加强2026年劳动节学校实验室安全防范工作,保障实验室师生生命与财产安全,根据上级文件精神,并结合学校实际情况,实验室与科研设施部就假期实验室安全工作提醒如下:

一、安全准入全覆盖

各实验室节前要自查实验室门禁情况,确保所有有权进入人员已完成本年度实验室安全准入培训考试并签订安全责任书。实验室要开展专项安全培训,重点包括安全制度、仪器设备操作、高风险实验操作、危险源管控、个人防护以及应急处置等,确保实验人员“知风险、懂操作、会处置”。

二、检查隐患全清零

各实验室节前要开展全面实验室安全自查,发现问题隐患及时整改,并对学校、学院安全检查发现的问题举一反三、逐一整改闭环。自查重点包括:

1. 本年度危险源辨识、分级分类工作是否已完成,安全信息牌是否已更新;重点实验、重点设备、重点区域清单是否已建立并及时更新。

2. 实验室是否已明确假期使用情况,是否已安排值班或紧急联系人,现场是否已张贴应急上报流程和联系电话。

3. 可燃气体、易燃易爆危化品、特种设备、高温高压高速运转设备、放射源、病原微生物、实验动物等实验危险源的采购、存储、使用是否规范,各项安全防护措施是否已落实到位;实验废弃物是否已提前清空。

4. 实验设备和安全装置是否超期、超负荷、带故障运行,是否已严格落实定期检修、检测和更换制度。

三、实验监护全流程

各实验室要落实实验项目全流程安全管理,涉及高温、高压、易燃易爆或复杂反应条件的实验,必须严格开展安全风险评估,明确关键风险点和控制措施。假期开展的实验内容须提前报实验室负责人审核批准。未经审批、未落实安全措施的实验一律不得开展。严格落实教师在岗指导和现场监护制度,学生节假日开展实验,必须有教师现场指导与过程监管。高风险实验或过夜实验,须两人或两人以上同时在场方可进行。改变关键参数的危险实验须重新安全评估,通过审核后,还须有实验室负责人或其指定的安全员在场方可实验。实验时,实验人员必须穿戴合适的个人防护装备,并严格遵守实验操作规程,严禁随意变更实验条件或处置方式。实验后,及时关闭水、电、气源和门窗。

四、应急处置同保障

各校区危化品周转站于值班日提供普通危险化学品配送和实验废弃物上门回收服务,服务应答和处置时间可能会有所延长,请做好统筹安排。管制试剂原则上暂停配送,如有特殊情况,最晚请于假期前一日联系各校区危化品周转站。

各实验室要根据实验室危险源辨识和实验项目风险评估,制定完善应急处置预案,配备合适的个人防护装备和应急物资,并强化应急演练。假期如遇实验室安全突发事件,立即启动应急预案,并联系我部值班人员(见下表)。如遇着火、漏水或供电、通风异常等,请立即拨打校内24小时应急电话:0571-88119110(云谷校区)、0571-88119505(云栖校区)、0571-86720098(铜鉴湖园区)。

All Schools (Units) and Labs:

To strengthen laboratory safety management during the 2026 Labor Day, and ensure the safety of faculty, students, and property, the Office of Laboratories and Research Equipment provides the following safety reminders:

I. Comprehensive Safety Education

Prior to the holiday, each laboratory shall inspect its access control system to ensure that all authorized personnel have completed the annual basic laboratory access training and signed the safety responsibility statement. Laboratories shall conduct specialized safety training, focusing on safety protocols, instrument and equipment operation, high-risk experimental procedures, hazards management, personal protective equipment (PPE), and emergency response and disposal, ensuring that all laboratory personnel understand the risks, know the procedures, and can respond to emergencies.

II. Complete Hazard Elimination

Prior to the holiday, each laboratory shall conduct a comprehensive laboratory safety self-inspection. Any identified hazards shall be promptly rectified, and lessons learned from safety inspections conducted by the university or schools shall be applied to similar situations, with each hazard addressed and closed out. The self-inspection shall focus on the following areas:

- The annual laboratory hazard identification and classification should be completed, and safety information board should be updated. The lists of key experiments, equipment, and areas should be established and kept up to date.

- The laboratory should define its operational status during the holidays, arrange on-duty personnel or emergency contacts, and post the emergency reporting process and contact numbers on-site.

- The laboratory hazard sources, including flammable gases, flammable and explosive hazardous chemicals, special equipment, high-temperature/high-pressure/high-speed equipment, radiation sources, pathogenic microorganisms, and laboratory animals, should be managed in a standardized manner. And all necessary safety protection measures should be implemented. Laboratory waste should be removed before the holiday.

- The experimental equipment and safety devices shall not be operated beyond their service life, under overloading conditions, or with existing faults. Regular inspection, testing, and replacement schedules shall be strictly implemented.

III. Full-Process Experimental Supervision

All laboratories must implement full-process safety management for experimental projects. For experiments involving high temperature, high pressure, flammable or explosive materials, or complex reaction conditions, safety risk assessments must be conducted, with critical risk points identified and control measures established. Experimental activities during holidays must be reviewed and approved in advance by the laboratory supervisor. No experiment may be conducted without both approval and proper safety measures in place. The requirement that instructors remain on duty and provide on-site supervision must be strictly enforced. If students conduct experiments during holidays, a teacher must be present on-site to provide guidance and supervision. High-risk experiments or overnight experiments must be conducted with two or more people present simultaneously. Dangerous experiments involved key parameters changed must undergo a safety re-assessment. After approval, such experiments can only be conducted with the presence of the laboratory supervisor or a designated safety coordinator. All personnel involved in experiments must wear appropriate personal protective equipment (PPE) and strictly adhere to experimental operating procedures. Unauthorized modifications to experimental conditions or procedures are strictly prohibited. After experiments, personnel must turn off water, electricity, and gas sources and secure doors and windows.

IV. Emergency Response and Support

The hazardous chemical transfer stations on each campus will provide delivery services for general hazardous chemicals and door-to-door collection of laboratory waste on duty days. Please note that response and processing times may be extended, so plan accordingly. In principle, the delivery of controlled reagents will be suspended during the holiday. For special circumstances, please contact the hazardous chemical transfer station on your campus before the holiday.

Each laboratory shall, based on its hazard identification and experimental project risk assessments, develop or refine emergency response plans, equip appropriate personal protective equipment and emergency supplies, and strengthen emergency drills. In the event of a laboratory safety emergency during the holiday, immediately activate the emergency response plan and contact our department's on-duty personnel (see table below). For emergencies such as fires, water leaks, or abnormal power or ventilation systems, immediately dial the campus emergency number (Yungu Campus: 88119110, Yunqi Campus: 88119505, Tongjianhu Campus: 86720098).
