关于做好近期实验室安全工作的提示Reminders for Strengthening Laboratory Safety Management

各学院(单位)、实验室:

当前正值高温天气,台风、暴雨等灾害天气多发,且校内人员外出实习、校外人员来校暑期学习、新生入学等人员流动频繁,实验室安全风险显著增加。为切实加强实验室安全管理工作,有效防范安全事故,保障实验室安全平稳运行,实验室与科研设施部对近期实验室安全工作提示如下:

一、加强暑期实习安全管理

1. 全面排查实习过程安全隐患。组织外出实习的单位,应从实习单位资质、安全管理水平、工作环境、硬件设施、应急物资等方面排查实习场所安全风险隐患。对接来我校实验室实习的单位,应从实验室危险源管理、应急物资配备、现场人员容纳情况等方面排查实习场所风险隐患。

2. 强化安全教育。外出实习前,实习组织单位要结合专业实际对学生进行必要的安全教育,并落实实习单位需开展的安全培训内容。对接来我校实验室实习的单位,应开展实验室规章制度、实验室风险点、防护设施设备使用、救援避险方法及逃生路线、实习项目风险及应急预案等培训。

3. 加强带队老师现场指导。组织单位应选派经验丰富、业务素质好、责任心强、安全防范意识高的教师和技术人员全程管理、指导学生实习。带队老师应在实习现场跟踪指导、提醒学生实习安全风险,发现安全隐患协调解决,突发安全事件及时上报。

二、加强实验室用电安全管理

1. 实验后及时切断不需要通电的设备电源。充电器用完应及时从插座上拔除,长期空载存在着火风险。

2. 禁止私拉乱接电线、电缆,禁止多个接线板串接供电,接线板不宜直接置于地面。禁止使用老化、有破损的接线板,禁止接线板过载使用。接线板温度过高应及时断电。

3. 配备有不间断电源(UPS)的实验室,应开展UPS日常自查和维护保养,发现电池鼓包、漏液等问题,尽快维修或更换,防范UPS发生火灾事故。学校也将开展UPS专项安全检查,排除相关隐患。

三、加强仪器设备安全管理

1. 加热设备使用前应自查,设备不带病工作。使用加热设备开展较高温度的实验,须有人值守或实时监控。

2. 冰箱、制冰机等制冷设备,周围不堆放杂物,不影响散热。产生冷凝水的设备,应防范冷凝水损坏其他设备或发生触电。

3. 使用自制设备开展实验的,应充分评估设备风险,完成实验项目风险评估报告并经实验室负责人审核。每次使用前应自查设备完整性和安全性,并配备相应个人防护装备和消防应急物资。

四、加强危化品安全管理

1. 易燃易爆化学品应严格根据实验用量领用,避免在实验室内大量存放,未使用完的应及时放入实验室内防火防爆试剂柜中,需低温保存的,应放置在防爆低温保存箱或冰箱中,并做好分类分区存放。

2. 实验室应做好危化品台账登记和日常自查,保障账物相符、存储安全。学校也将开展危化品专项安全检查,排除相关隐患。

3. 废液收集应严格落实逐次登记,避免将会发生剧烈反应的废液倒入同一废液桶中。及时观察废液收集情况,避免废液在实验室内长时间存放。

五、应急与上报

如遇实验室安全突发事件,立即启动应急预案,并根据《突发实验室安全事故上报流程》进行上报。如极端天气后,实验室发生渗水、漏水或供电、通风异常等,请立即拨打校内24小时应急电话:0571-88119110(云谷校区)、0571-88119505(云栖校区)、0571-86720098(铜鉴湖园区)。

请各单位高度重视,严格落实各项安全措施,切实保障师生生命财产安全和校园安全稳定。

To all schools (units) and laboratories,

Due to current high temperatures, frequent typhoons and heavy rainfall, along with increased personnel movement from students and staff conducting off-campus internships, external visitors attending summer programs, and new students arriving for enrollment, laboratory safety risks are significantly elevated. To strengthen laboratory safety management and prevent accidents, please note the following reminders.

I Strengthen Safety Management for Summer Internships

a) Conduct comprehensive risk assessments for all internship activities. For units sending students off-campus, verify the host organization’s qualifications, evaluate its safety management system, workplace conditions, hardware facilities, and availability of emergency supplies. For units hosting external interns in laboratories, assess laboratory hazard controls, confirm the availability of emergency supplies, and ensure on-site personnel do not exceed safe capacity limits.

b) Enhance safety training. For personnel leaving for off-campus internships, the unit must provide them specific safety instructions and ensure the host organization conducts induction safety training. For external interns coming to our laboratories, the host unit must provide the induction safety training covering laboratory policies and regulations, identified risks, proper use of protective equipment, and the emergency response procedures.

c) Ensure on-site supervision by accompanying teachers. Organizing units should select experienced, competent, and safety-conscious teachers to manage and guide students throughout the internship. The teachers must remain on site, remind students of safety risks, coordinate the resolution of any hazards, and immediately report any incidents.

II Strengthen Laboratory Electrical Safety Management

a). Disconnect power supplies for unused equipment. Unplug chargers promptly to eliminate fire hazards.

b). Prohibit daisy-chaining power strips. Do not place power strips directly on the floor. Do not use aging or damaged power strips, and avoid overloading. Disconnect any power strip that overheats.

c). Laboratories equipped with uninterruptible power supplies (UPS) must conduct regular self-inspections and maintenance. If battery swelling, leakage, or any other defect is found, repair or replace the UPS immediately. The university will conduct specialized UPS safety inspections.

III Enhance the Safety Management of Instruments and Equipment

a). Before using heating equipment, conduct a self-inspection to ensure it is in good working condition. For high-temperature experiments, ensure personnel are present or implement real-time monitoring.

b). Keep refrigerators, ice makers, and other cooling equipment free of surrounding clutter to ensure proper heat dissipation. For equipment that generates condensate, take measures to prevent water damage to other equipment and to eliminate any risk of electric shock.

c). If using any homemade equipment, assess the risks, complete the project risk assessment report, and obtain approval from the laboratory responsible person before conducting the experiments. Before each use, inspect the homemade equipment and ensure the PPE and emergency supplies are available.

IV Enhance the Safety Management of Hazardous Chemicals

a). Purchase flammable and explosive chemicals only in quantities needed for experiments, avoiding excessive stockpiling, and store unused chemicals in fireproof and explosion-proof reagent cabinets. Reagents requiring low-temperature storage must be placed in explosion-proof refrigerators, with proper classification and zoning of storage areas.

b). Laboratories should maintain records of hazardous chemicals and conduct regular self-inspections to ensure that records match physical inventory. The university will also conduct specialized hazardous chemicals safety inspections.

c). For hazardous waste liquid collection, avoid mixing reactive waste liquids in the same container and maintain proper records. Monitor waste liquid collection status to prevent prolonged storage in laboratories.

V Emergency Response and Reporting

In case of emergency, implement the emergency response plan and report the incident in accordance with the incident reporting procedures. Following extreme weather conditions, if the laboratory experiences water seepage, leaks, or abnormalities in power supply or ventilation, please immediately call the 24-hour campus emergency number (Yungu Campus: 88119110, Yunqi Campus: 88119505, Tongjian Lake Campus: 86720098).

All units should attach great importance to safety and strictly implement all safety measures.
