搬迁期间实验室安全工作温馨提示Warm Tips for Laboratory Safety During Relocation

各学院、中心(平台)、实验室:

为保障搬迁期间双校区实验室安全有序,我部将加强实验室安全巡查。请各单位加强本单位的实验室安全自查,落实各项实验室安全管理规定。现就搬迁期间实验室安全工作温馨提示如下:

一、做好云谷实验室启用备案

云谷实验室启用前需完成实验室安全管理制度制定、个人防护用品及应急物资配备等准备工作,经备案后,由我部安装实验室安全信息牌。射线装置、特种设备等应完成相关备案手续。新实验室启用相关事项详见《西湖大学云谷校区实验室启用指南》。

二、做好云栖实验室搬迁准备

1、做好实验室搬迁方案,明确各环节负责人,做好风险防范。

2、做好危险化学品盘点和台账记录。危险化学品原则上不鼓励搬运(尤其是管制类化学品),有效期内未开封的危险化学品,可联系云栖化学试剂周转站回收入库,云谷危化品库房将按原样供实验室领用出库。

3、非管制类化学品确需搬运的,应按危险性质严格分类、妥善包装、做好台账记录,并与搬家公司充分沟通后按要求制定安全搬迁方案。

4、做好病原微生物、进境动植物、进境特殊物品等生物样本的盘点,并按照安全存储要求做好安全搬迁方案和台账记录,保证来源去处可查。

5、废旧试剂应按要求进行报废处理,同时做好实验废弃物处置工作。严格按照学校相关要求对实验废弃物进行分类、处理、登记和填写废弃物标签,过程中须做好个人防护。

三、加强搬迁过程安全管理

1、实验室要规范搬迁物品放置,防止堵塞消防通道和安全出口。

2、实验室应和搬迁公司及时沟通,确保搬迁车辆采取有效措施保障仪器设备(高压灭菌锅、冰箱等)平稳运输和安全监管。

3、做好搬迁物品标记工作,搬迁到位后及时清点核对和安全检查。重点检查化学试剂、病原微生物、进境动植物、进境特殊物品等有无丢失溢洒。

4、设备在使用前,需做好开机检查工作。

四、加强入驻实验室安全管理

1、入驻云谷校区后,实验室负责人应明确实验室安全员,落实学校各项实验室安全管理要求。

2、加强云谷实验室和云栖实验室并行期间,双校区实验室的安全管理。

3、加强实验室安全自查,确保每个实验房间的安全设施、应急物资齐备并处于正常工作状态,确保实验室危险源安全防护措施到位。

In order to ensure the safety and order of the dual-campus laboratories during the relocation, Office of Laboratories and Research Equipment will strengthen the laboratories safety inspections. All units are requested to strengthen self-inspection and implement various laboratory safety management regulations. It is hereby providing the warm tips for the laboratory safety during the relocation period:

1. Application for lab safety access permission at Yungu Campus

Before starting using the Yungu Laboratory, preparations such as the formulation of the laboratory safety management system, the provision of personal protective equipment and emergency materials, etc. must be completed. After filing, We will install the laboratory safety information board. Relevant filing procedures should be completed for radiation devices, special equipment, etc. For details about starting use of the new laboratory, please refer to the " A Guide to Setting up Your Laboratory at Yungu Campus of Westlake University ".

2. Take necessary safety measures before relocating from Yunqi laboratory

i The laboratories should make a plan for the relocation of the laboratory, specify the person in charge of each link of the relocation, and do a good job in risk prevention.

ii The laboratory should do well in the inventory and ledger records of hazardous chemicals. In principle, transportation of hazardous chemicals (especially controlled chemicals) is not encouraged. Unopened hazardous chemicals within the validity period can be returned to Yunqi Chemical Reagent Turnover Station, which can be supplied for the laboratories according to the original state by the Yungu Hazardous Chemicals Warehouse.

iii Chemical reagents not including the controlled chemicals that really need to be transported should be strictly classified according to their hazardous nature, properly packaged, and recorded in the ledger. After full communication with the removal service company, a safe relocation plan should be formulated as required.

iv The laboratory should do well in the inventory and ledger records of pathogenic microorganisms, imported animals and plants, imported special items, etc. The safe relocation plans and ledger records should be prepared in accordance with the safe storage requirements to ensure traceability.

v Waste reagents should be scrapped as required. The laboratories should do well in the disposal of experimental waste. The experimental waste should be classified, treated, registered and filled in the waste label in strict accordance with the relevant requirements of the University, and personal protection must be taken during the process.

3. Strengthen the process management of relocation

i The laboratories should standardize the placement of relocated items to prevent blocking the fire escapes and safety exits.

ii The laboratories should timely communicate with the removal service company, be ensure that the relocation vehicles have effective measures to ensure the smooth transportation and safety supervision of the equipment (autoclave, refrigerator, etc.).

iii After relocating in place, the laboratories shall carry out inventory check and safety inspection of the relocated items. Hazardous chemicals, pathogenic microorganisms, imported animals and plants, imported special items, etc. should be checked for loss and spillage.

iv Before using the equipment, power-on inspection is required.

4. Strengthen Laboratory Safety management after relocation

i The laboratory directors should specify the safety coordinator, who shall strictly implement various laboratory safety management regulations.

ii Strengthen the laboratory safety management of dual-campus operation.

iii The laboratories should strengthen self-inspection, ensure that the safety facilities and emergency supplies of each laboratory room are available and in normal working condition, and ensure that the safety protection measures are in place.
