各学院（单位）、实验室：

为贯彻落实上级部门有关文件精神，防范实验室安全事故、保障师生生命和财产安全，现将国庆前后与亚运会期间进一步加强实验室安全管理相关要求通知如下：

一、提高安全意识，强化准入管理

严格落实实验人员准入制度。各实验室应对实验人员开展针对性安全教育，并加强门禁管理，避免无关人员进入实验室。

严格落实实验项目风险评估，实验室负责人须对实验项目进行全面的安全风险评估，完善标准操作流程、制定应急预案并监督实验人员严格执行。

二、加强危险源管理，消除安全隐患

持续加强危险化学品、精神麻醉类药品、压力容器（气瓶）、病原微生物、实验动物、放射源、射线装置、高温高压高速运转设备、易燃实验用品及实验废弃物的安全管理工作，规范实验行为，严防安全事故发生。

各实验室应加强重要活动期间实验室安全自查，并对前阶段学院（单位）自查、学校检查中发现的各类问题、隐患进行逐一复查, 确保安全隐患动态清零。

三、加强值班值守，提升应急响应

各学院（单位）应加强重要活动期间的实验室安全巡查。实验室与科研设施部实验室安全值班安排详见附件1。如遇实验室安全紧急情况，启动相应应急预案，并及时拨打我部值班电话。

实验室开展危险性实验或过夜实验时，须获得实验室负责人许可并有两人以上同时进行。实验结束后，及时关闭水、电、气源和门窗，确保实验室安全。如遇实验室安全紧急情况，请根据《突发实验室安全事故上报流程》及时、如实上报，并启动相应应急预案。

Schools(Units) and Labs:

In accordance with the requirements of the superior administrative authorities, to prevent potential accident and ensure the safety of the lives and property of the teachers and students, the University will strengthen the laboratory safety work during the National Day and the 19th Asian Games. The relevant matters are hereby notified as follows:

Improve safety awareness and strengthen laboratory safety access management.

All laboratories should carry out targeted laboratory safety education for laboratory personnel and strictly implement the laboratory safety access system, prevent irrelevant personnel from entering the laboratory.

The person in charge of the laboratory shall conduct the safety risk assessment and improve the standard operation process, formulate the emergency plan, and supervise the experimental personnel to strictly implement it.

Strengthen the management of hazard sources and eliminate potential safety risks.

Strengthen the safety management of hazardous chemicals, psychoanalytic drugs, gas cylinders, pathogenic microorganisms, laboratory animals, radioactive sources, radiation devices, high-temperature/high-pressure/high-speed equipment, flammable experimental consumables, experimental wastes, etc. Standardize experimental behaviors, and strictly prevent safety accidents.

All laboratories shall strengthen the laboratory safety self-inspection during the important activities and review the laboratory risks identified in the preliminary laboratory safety inspections to ensure all the corrective actions have been completed.

Strengthen on-duty and improve the emergency response capacity.

All Schools(Units) should strengthen the laboratory safety inspection during the important activities. See Appendix 1 for details of on-duty arrangements for laboratory safety work during national day and the 19th Asian Games. In case of emergency, please report timely and truthfully to the on-duty personnel, and activate the corresponding emergency plan.

Dangerous experiments or overnight experiments should be conducted by at least two persons after obtaining the permission of the person in charge of the laboratory. After the experiment, turn off the utilities such as gas, electricity and water, close the doors and windows in time to ensure laboratory safety. In case of emergency, please report timely and truthfully according to the Emergency Reporting Process of Lab Safety Accident, and activate the corresponding emergency plan.
