各学院(单位)、实验室:
当前正值期末与春节前特殊时期,实验室校内人员离校、校外人员来校冬令营等人员流动频繁,致使实验室各类安全风险交织叠加,容易发生安全事故。为切实防范风险消除隐患,根据上级文件精神,并结合学校实际情况,实验室与科研设施部就做好近期实验室安全工作通知如下:
一、合理安排使用各类实验室
各学院(单位)要全面摸清各实验室春节期间使用情况,明确关闭和运行的实验室清单。对于假期运行的实验室,需明确紧急联系人,落实应急上报流程。请各学院将《2026年春节假期实验室运行情况统计表》(附件1)于2026年2月2日前报送我部邮箱(share@westlake.edu.cn)。
二、开展节前实验室安全专项检查
各实验室要对学校检查发现的隐患逐一整改闭环,并举一反三,做好春节假期前的自查。各学院(单位)要在春节前开展一次专项安全检查,重点关注危险化学品管理、气瓶安全、实验操作规范、设施设备运行、废弃物清运处置、假期值班等关键环节。学校也将结合一级风险实验室月度检查和之前隐患的整改闭环情况,开展节前实验室安全抽查检查。
三、加强假期实验室安全风险防控
各实验室要根据《实验室与科研设施部关于2026年元旦、春节的实验室安全工作提醒》,提前部署假期实验室安全防范工作。对于假期开展实验的实验室,要严格执行实验室安全分级分类管理和实验项目审批管理制度,严禁开展未经审批或实验环境不合格、防护措施不到位的实验活动。要严格执行实验室安全教育与准入制度,严禁未通过安全考核的师生和无关人员擅自进入实验室。要严格落实管控试剂双人双锁、分类存放、全流程管理。要严格落实实验操作规程,学生开展实验时教师要全程在岗指导。开展危险性实验或过夜实验,还需两人及以上同时进行。实验时,实验人员应穿戴合适的个人防护装备。实验后,及时关闭水、电、气源和门窗。
四、开展恢复实验前专项检查
假期关停的实验室重新恢复实验前,要参照《实验室恢复使用安全自查表》(附件2),对实验室水、电、气、门窗、仪器设备,以及危险化学品等实验室危险源,开展恢复使用前的安全自查,确保应急物资齐备有效、各项设施设备正常运行后,方可恢复实验。
五、应急与上报
如遇实验室安全突发事件,立即启动应急预案,并联系我部值班人员(见下表)。如遇着火、漏水或供电、通风异常等,请立即拨打校内24小时应急电话:0571-88119110(云谷校区)、0571-88119505(云栖校区)、0571-86720098(铜鉴湖园区)。

All Schools (Units) and Laboratories:
The current period coincides with the end of the semester and the pre-Spring Festival season. Frequent personnel movement—such as on-campus personnel departing and external participants arriving for winter camps—leads to intertwined and compounded safety risks in laboratories, increasing the likelihood of accidents. To effectively prevent and eliminate potential hazards, in accordance with the guidelines from higher authorities and considering the university's actual circumstances, the Office of Laboratories and Research Equipment hereby issues the following notice regarding recent laboratory safety work:
I. Rational Arrangement of Laboratory Usage
All schools (units) shall conduct a comprehensive assessment of laboratory usage during the Spring Festival period, clarifying the list of laboratories to be closed and those to remain operational. For laboratories operating during the holiday, emergency contacts must be designated, and emergency reporting procedures must be implemented. Please submit the Laboratory Operation Statistics Form During the 2026 Spring Festival (February 13–28) (Attachment 1) to our department via email (share@westlake.edu.cn) by February 2, 2026.
II. Conduct Pre-Festival Laboratory Safety Inspections
All laboratories shall rectify and close out all safety hazards identified in previous inspections, draw lessons from these cases, and conduct thorough self-inspections prior to the Spring Festival holiday. Each school (unit) shall conduct a special safety inspection before the holiday, with a focus on key areas including hazardous chemical management, gas cylinder safety, experimental protocol compliance, facility and equipment operation, waste removal and disposal, and holiday duty arrangements. The university will also conduct spot-check inspections before the holiday, taking into account the monthly inspections of Risk Level-1 laboratories and the compliance rectification status of previously identified hazards.
III. Strengthen Laboratory Safety Risk Prevention During the Holiday
All laboratories shall formulate holiday safety measures in advance in accordance with the Laboratory Safety Reminders from Office of Laboratories and Research Equipment for 2026 New Year's Day and Spring Festival Holidays. Laboratories conducting experiments during the holiday must strictly comply with the laboratory safety classification and experimental project approval systems. The conduct of any experiments that are unapproved, executed in non-compliant environments, or implemented with inadequate protective measures is strictly prohibited. The laboratory safety education and access control system shall be rigorously enforced; students, faculty, or any unrelated personnel who have not passed the required safety assessments are prohibited from entering laboratories. The following measures for controlled reagents shall be strictly implemented: dual-key control, classified storage, and full-process management. Experimental operating procedures shall be strictly adhered to, with instructors providing continuous on-site supervision for students conducting experiments. For hazardous or overnight experiments, a minimum of two personnel must be present at all times. Laboratory personnel are required to wear appropriate personal protective equipment throughout experiments. Upon completion of experiments, all water, electricity, and gas sources shall be shut off, and doors and windows secured.
IV. Conduct Special Inspections Before Resuming Experiments
Before resuming experimental work in laboratories that were inactive during the holiday, the Laboratory Safety Self-Inspection Checklist for Resumption of Use (Attachment 2) must be consulted to conduct a pre-operational safety self-inspection. This inspection shall encompass all potential hazards, including but not limited to: water, electricity, gas utilities; doors and windows; instruments and equipment; and hazardous chemicals. The purpose is to confirm the emergency supplies are fully stocked and operational, the facility systems are operating normally before resuming experiments.
V. Emergency Response and Reporting
In the event of a laboratory safety emergency, immediately initiate the emergency response plan and notify the on-duty personnel. For incidents including but not limited to fire, water leakage, or failure/abnormality in power or ventilation systems, immediately dial the campus 24-hour emergency number (Yungu Campus: 88119110, Yunqi Campus: 88119505, Tongjianhu Campus: 86720098).
