各学院(单位)、实验室：

杭州市气象台于8月9日9时将主城区台风蓝色预警信号升级为台风黄色预警，预计今天到明天白天，西湖区有大雨到暴雨，局部大暴雨，风力最大8到10级。杭州市已启动防台风Ⅱ级应急响应。

请各学院（单位）摸排今天实验室实验情况，并提醒实验室密切关注天气变化和我市防台响应级别，重点落实以下实验室安全防范工作：

一、暂停一切室外实验。非必要不开展室内实验。如必须开展室内实验的，须严格落实安全风险评估、教师在岗指导和现场监护制度，实验过程严格遵守操作规程，实验结束及时关闭水、电、气源和门窗。

二、如后续西湖区或杭州市防台应急响应升级至I级，各实验室应根据“五停”要求暂停室内实验，直至响应级别下调或解除。

三、检查危险化学品和实验废弃物防汛措施是否落实到位。确保遇水易燃易爆的化学试剂、实验废弃物等防水防潮放置。

四、断开不使用设备的电源开关。不断电的设备，确保电源接地良好，电源插座或接线板离地放置，应急备用电源能正常供电。

五、再次自查实验室门窗是否已关紧，低洼地带和地下空间是否落实防水措施，室外悬挂设施、外置设备配件是否已加固，窗边物品是否已清理。

六、如遇实验室安全紧急事件，根据《突发实验室安全事故上报流程》及时、如实上报。如发现漏水，立刻断电并拨打校园24小时应急电话，谨防触电。

All Schools (Units) and Labs:

The Hangzhou Meteorological Station upgraded the typhoon warning for the main urban area from Blue to Yellow at 9:00 AM on August 9. It is forecast that from today through tomorrow, Xihu District will experience heavy to torrential rainfall, with localized extreme downpours, and maximum wind forces reaching 8 to 10. The Municipality of Hangzhou has activated a Level II Emergency Response for typhoon disaster prevention.

All schools (units) are requested to survey laboratory activities for today and remind all laboratories to closely monitor weather changes and the city's emergency response levels. The following laboratory safety precautions shall be implemented:

I. All outdoor experiments must be suspended immediately. Indoor experiments shall not be conducted unless absolutely necessary. If indoor experiments are unavoidable, strict compliance with safety risk assessment, on-site instructor supervision, and real-time monitoring is required. All operations must strictly follow standard operating procedures. Upon completion of experiments, water, electricity, gas sources, and windows/doors must be promptly shut off and secured.

II. If the typhoon emergency response in Xihu District or the Municipality of Hangzhou is escalated to Level I, all laboratories must suspend indoor experiments until the response level is downgraded or lifted.

III. Verify that flood prevention measures for hazardous chemicals and laboratory waste are properly in place. Ensure that water-reactive, flammable, or explosive chemical reagents and waste materials are stored in a waterproof and moisture-proof manner.

IV. Disconnect power to equipment not in use. For equipment that must remain powered, ensure that grounding is in good condition, that power strips and extension cords are elevated above floor level, and that emergency backup power supplies are functioning properly.

V. Re-inspect and confirm that all laboratory doors and windows are securely closed, that waterproofing measures are in place for low-lying areas and underground spaces, that outdoor hanging fixtures and external equipment accessories are properly fastened, and that items placed near windows have been cleared away.

VI. In the event of a laboratory safety emergency, report the incident promptly and truthfully in accordance with Emergency Reporting Process of Lab Safety Accidents. If water leakage is detected, immediately cut off power and call the campus 24-hour emergency hotline:
