各学院(单位):
根据上级主管部门要求,为保障我校实验室安全、有序运行,防范实验室安全事故,学校将开展2025年第一季度全校实验室安全检查。现将有关工作安排通知如下:
一、检查内容
依据《高等学校实验室安全检查项目表(2024)》(附件1)对全校实验室进行全面检查,并重点排查:
1、危化品(包括易制毒、易制爆化学品等)、精神麻醉类药品、压力容器(含气瓶)、实验动物、放射源、射线装置等的采购、存储、使用以及实验废弃物处置是否规范。
2、涉及明火实验(如使用酒精灯)的,实验项目是否已完成风险评估,明火设备安全性能是否正常,实验区域是否已配备应急物资。具体可参照附件2《涉明火实验安全自查表》开展自查。
3、涉及病原微生物操作的,实验活动是否已完成风险评估和审批,是否在已备案的相应等级生物安全实验室开展实验。已备案的病原微生物实验室需在“浙江省病原微生物实验室生物安全评价系统”(https://syspj.wsjkw.zj.gov.cn:888/)完成季度自查。
二、检查安排
1、自查自纠自改:2025年3月20日前
各学院(单位)组织本单位的实验室开展自查自纠自改。涉及明火实验的,将《涉明火实验安全自查表》电子版反馈给各学院(单位),纸质原件由实验室存档备查。病原微生物实验室自查情况需在浙江省评价系统提交。
2、学校联合检查:2025年3月20日-3月31日
学校实验室安全检查小组对全校实验室进行现场检查。
3、实验室整改闭环:2025年4月10日前
请学院(单位)督促存在隐患的实验室完成整改,并将整改资料上传至实验室综合管理系统(https://lab.westlake.edu.cn/)。学校会逐一复核整改情况直至闭环。
三、其他
1、各学院(单位)要高度重视实验室安全检查工作,认真组织本单位的自查自纠自改,加强协调和配合学校检查,切实做到人员落实、任务落实、责任落实,确保安全检查全覆盖,隐患整改全闭环。
2、各学院(单位)要将责任体系、实验场所安全台账检查纳入每月的学院(单位)检查工作中,做到责任体系、实验场所、人员、危险源“全过程、全要素、全覆盖”动态安全管理。

The University will conduct the first quarter of 2025 laboratory safety inspection. The relevant work arrangements are as follows:
I. Inspection contents:
Based on the Higher Education Institutions Laboratory Safety Inspection Checklist (2024) (Appendix A), the inspection will focus on the following areas:
- Management of hazardous chemicals (including precursor chemicals, explosive chemicals etc.), psychoanalytic drugs, gas cylinders, laboratory animals, radioactive sources, radiation devices and laboratory waste, etc.
- For experiments involving flames (such as the use of alcohol lamps), whether the experimental projects have completed risk assessments, whether the equipment is in good working condition, and whether emergency supplies are available in the experimental area. Carry out the self-inspection in accordance with Safety Self-Inspection Form for Experiments Involving Flames (Appendix B).
- For experiments involving pathogenic microorganism operations, whether the experimental activities have completed risk assessments and approvals, and whether they are conducted in a bio-safety laboratory of the corresponding level that has been registered. Registered pathogenic microorganism laboratories are required to complete the quarterly self-inspection on the Zhejiang Province Pathogenic Microorganism Laboratory Bio-Safety Evaluation System (https://syspj.wsjkw.zj.gov.cn:888/).
II. Inspection schedule:
Lab self-inspection: Before March 20, 2025.
University inspection: March 20 - March 31, 2025.
Lab correction: By April 10, 2025.
The safety hazards will be uploaded to the laboratory integrated management system (https://lab.westlake.edu.cn/) after the university inspection. Please log in to check timely and upload the correction materials.
Note:
Please attach great importance to the safety inspection. For experiments involving flames, the electronic version of the Safety Self-Inspection Form should be fed back to each school (unit), and the original paper copy should be archived by the laboratory. The self-inspection results of pathogenic microorganism laboratories should be submitted on the system.
