关于开展2024年第三季度暨国庆前全校实验室安全检查的通知Notice on the Laboratory Safety Inspection for the Third Quarter of 2024 before the National Day

各学院(单位):

根据上级主管部门要求,为保障我校实验室安全、有序运行,防范实验室安全事故,学校将开展2024年第三季度暨国庆节前全校实验室安全检查。现将有关工作安排通知如下:

一、检查内容

依据《高等学校实验室安全检查项目表(2024)》(附件1)对全校实验室进行综合安全检查,并对实验室冰箱进行专项安全检查重点排查:

1、所有实验场所(包含仪器间等附属实验场所)是否都明确了负责人、安全员,安全信息牌上危险源辨识、分级分类等信息是否已更新。

2危化品(包括易制毒、易制爆化学品等)、精神麻醉类药品、压力容器(含气瓶)、病原微生物、实验动物、放射源、射线装置等的采购、存储、使用以及实验废弃物处置是否规范。

3、实验室加热设备是否存在隐患,周边是否配备灭火器材,是否配备操作规程和个人防护装备。

4、实验室冰箱是否存在隐患,内部物品存放是否合适,是否标识清晰、定期清理。

二、检查安排

1、自查自纠自改:即日起至2024922

各学院(单位)组织本单位的实验室开展自查自纠自改,摸排实验室冰箱底数和基本情况,并将《实验室冰箱安全管理台账》(附件2)于2024922日前发送至实验室与科研设施部邮箱(share@westlake.edu.cn)。

2、学校联合检查:2024923-930

学校实验室安全检查小组对全校实验室进行现场安全检查,并安排厂家对实验室冰箱开展专项安全检查。

3、实验室整改闭环:20241012日前

请学院(单位)督促存在隐患的实验室完成整改,并将整改资料上传至实验室综合管理系统(https://lab.westlake.edu.cn/)。学校会逐一复核整改情况直至闭环。

三、其他

1、各学院(单位)要高度重视实验室安全检查工作,认真组织本单位的自查自纠自改,加强协调和配合学校检查,切实做到人员落实、任务落实、责任落实,确保安全检查全覆盖,隐患整改全闭环。

2、各学院(单位)要将责任体系、实验场所安全台账检查纳入每月的学院(单位)检查工作中,做到责任体系、实验场所、人员、危险源全过程、全要素、全覆盖动态安全管理。

All Schools(Units)

The University plans to conduct the third quarter laboratory safety inspection before the National Day. The relevant matters are hereby notified as follows:

Inspection items:

The list of comprehensive laboratory safety inspection items is attached as Appendix A. The list of special safety inspection items for laboratory refrigerators is attached as Appendix B. And the key items are as follows

-Whether all the experimental sites (including instrument rooms and other affiliated experimental areas) have designated responsible personnel and safety coordinator, and whether the safety information board is updated in time.

-Management of hazardous chemicals (including precursor chemicals, explosive precursor hazardous chemicals etc.), psychoanalytic drugs, gas cylinders, pathogenic microorganisms, laboratory animals, radioactive sources, radiation devices and laboratory waste, etc.

-Whether there are any risks associated with laboratory heating equipment, whether fire-fighting equipment is readily available, and whether operating procedures and personal protective equipment are properly implemented.

-Whether there are any risks associated with laboratory refrigerators, whether the substances stored inside are appropriate, clearly labeled, and regularly cleaned.

Inspection schedule:

Lab self-inspectionbefore September 22, 2024.

University inspectionSeptember 23- September 30, 2024.

Lab correctionby October 12, 2024.

Safety inspection system

The potential safety hazards will be uploaded to the laboratory integrated management system (https://lab.westlake.edu.cn/) after the university inspection. Please log in to check timely and upload the correction materials.

Note:

Please attach great importance to this activity. The Laboratory Refrigerator Safety Management Ledger (Appendix B) should be submitted back to share@westlake.edu.cn by schools before September 22, 2024.
