各学院、平台（中心）：

  2021年10月24日下午，南京某高校发生实验室爆燃事故，造成人员伤亡。根据上级主管部门要求，为保障我校实验室安全、有序运行，防范实验室安全事故，保障师生安全与健康，学校定于近期开展全校实验室安全检查，并加强实验室安全日常巡查工作。现将有关事宜通知如下：

一、检查内容

1.  重点检查危化品（包括易制毒、易制爆、剧毒化学品等）、精神麻醉类药品、高压气瓶、病原微生物、实验动物、射线装置的采购、存储、使用以及实验废弃物处置是否规范。

2. 重点检查是否已制定实验操作规程、应急预案并有培训记录。

二、检查安排

自查自纠自改：即日起至2021年11月14日

学校联合检查：2021年11月15日至2021年11月19日

三、检查系统

学校联合检查后的问题项将上传至实验室综合管理系统（https://lab.westlake.edu.cn/），请相关学院（单位）及时登录查看，并督促实验室上传整改资料。系统操作手册见附件2。

四、其他

1.各学院（单位）要高度重视实验室安全检查工作，认真组织本单位的自查自纠自改，加强协调和配合学校检查，切实做到人员落实、任务落实、责任落实。

2.各学院（单位）要根据前期实验室安全检查中发现的问题，特别是学校10月底的危险化学品安全专项检查中发现的问题，举一反三，开展全面的实验室安全自查，并对自查中发现的问题隐患立即落实整改，做好检查整改台账记录。

There was a laboratory explosion accident in one university in Nanjing on Otc,24, caused several  fatalities. According to the requirements of the superior administrative authorities，the University plans to conduct a lab safety inspection and strengthen the daily inspection in the following days. The relevant matters are hereby notified as follows:

Key Inspection items:

- Management of hazardous Chemicals（including Precursor Chemicals，Explosive Precursor Hazardous Chemicals etc.）, psychoanalytic drugs, gas cylinders, pathogenic microorganisms, laboratory animals, radiation devices and hazardous waste, etc..

- The training records of SOP and emergency plan.

Inspection schedule:

 Lab self-inspection：until November 14, 2021.

School inspection：November 15-19, 2021.

Safety inspection system：

The potential safety hazards after the school inspection will be uploaded to the laboratory integrated management system (https://lab.westlake.edu.cn/). Please log in to check in time and upload the correction materials.

Note:

-Please attach great importance to this activity. The Lab Safety Inspection Checklist is attached as appendix A.

-Pay attention to the potential safety hazards for chemical safety inspection at the end of October. Keep the records of self-inspection and correction.
